Now, before you conclude that this is a preposterous statement, let me explain.

The conventional way of thinking is that life is material, that we develop over time, having our own thoughts and bodies ? and thus our own state of health ? all of which are governed by genes and by our life experience. According to this way of thinking, we live biologically and are governed by organic laws that dictate that illness is normal and self-evident reality. Logically then, at best we try to manipulate the body with surgery or drugs or with less invasive methods such as physiotherapy or change of diet.

But instead of considering that all that I?ve just described is reality, could it be that it?s actually a state of consciousness, a way of thinking that we may have unwittingly adopted but that we can consciously change?

The founder of the Monitor, Mary Baker Eddy, contributed not only to journalism but also to health and health care. Sick for years, she teetered between living and dying. But in the Bible, her solace, she saw that the healings of Jesus were not miraculous but a natural expression of his understanding of the true nature of health. In the 1860s, when she was in her late 40s, she came to understand her way out of the health theories prevalent at that time. This restored her health, allowing her to serve society vigorously for another four decades. She began to teach this understanding, both in person and through her books. (Her main work, ?Science and Health with Key to the Scriptures,? was first published in 1875.) Soon, many of her students were practicing this method of healing, and teaching others, too. Her method of healing is not faith healing as it?s popularly known. Rather, it?s based on deep spiritual insights about the nature of identity, insights that Mrs. Eddy found in the Old and New Testaments of the Bible.

Eddy, a keen observer of human thinking, identified the kinds of thoughts that lead to illness. She saw that sickness is an unnatural, unconscious deviation from the perfection of God and of each one of us as His image and likeness. She came upon a place in thought at which individuals adopt a concept of themselves that leads either to discord and sickness or to holiness and health. She discovered that everyone can become aware of their thoughts and respond obediently to thoughts from God, those thoughts being spiritual, pure, and healthy. For her, mental self-awareness is key ? just as knowing how you?re spending money is essential to sound personal finance.

Most especially, Eddy discovered in the Bible that there?s a reliable source for healthy thoughts ? God, the one divine Mind ? that knows each of us, God?s children, as spiritual, perfect, free, and well. This fundamental truth, though not visible physically, gives each of us a strong platform from which to claim and even demonstrate that we are healthy.

Try this: Instead of assuming that you?re largely a set of body parts that can become ill, feel your oneness with this purely good, infinite Mind as its spiritual reflection. Start from the standpoint that your health is intact because goodness and wellness are inherent in this one infinite God that you reflect. This way of thinking has made a vast difference in my life, giving me both a more moral approach to living and better health. It can do the same for you.

Keighley councillor is ?honoured? to be next Bradford Lord Mayor

Keighley councillor Khadim Hussain will be Bradford?s next Lord Mayor.

He will take up the role, currently held by Coun Dale Smith, in May.

Coun Hussain has represented Keighley Central ward for Labour since 2004. He is Keighley Area Committee deputy chairman, an Integrated Transport Authority executive member and on the board of social housing group Incommunities.

He has also been a magistrate for more than 17 years.

Following a career in engineering and with the Charities Commission, he is a full-time councillor.

Coun Hussain, right, a married father-of-five, said his selection was ?a tremendous honour?. ?I am looking forward to meeting the challenge,? he added.

TECH TIME REVIEW: 8X is best Windows Phone offering yet, but app and storage limitations hold it back

Overall screen size on the Windows Phone 8X is 4.3 inches, not as big as some of the new phones coming out, but big enough for most people. It?s a size that fits quite comfortably in the hand, and allows for one hand typing on the on-screen keyboard.

The resolution on the phone is 720p, so it?s HD but not 1080p full-HD like some other new phones.

Corning Gorilla Glass 2 helps keep your screen safe from damage.

Operating system

As the name might indicate, the Windows Phone 8X runs the Windows 8 operating system.

While I wasn?t too big on the new crop of Windows Phone offerings when they first came out a couple years back, I must admit that Windows 8, especially the tile setup out front that gives you quick access to your favorite apps and features, and live updating tiles, is starting to grow on me. Once you figure out how to use it and make your most common features quickly accessible, it?s as easy to use as most Android or Apple phone offerings.

The other nice feature about Windows Phone devices is their strong integration with other Microsoft products (such as Outlook, Office, OneNote, SharePoint,SkyDrive, Xbox), if you are invested in the Microsoft ecosystem.

For those of you with kids who like to use your phone, a feature called Kid?s Corner gives them access only to the aspects of the phone you choose to give them access to.

If you?re into cloud storage of your files, SkyDrive keeps your items online and they are accessible from any device that can access the Internet.

NETWORK, CALLS

You get access to Verizon?s 4G LTE network on the Windows Phone 8X, and the download and upload speeds are super snappy as usual.

Phone calls that I made were clean, which no dropped calls, and little noise or interference.

For messaging, the on-screen keyboard is responsive, but was a little too tiny for my tastes, especially when held vertically (horizontal was more manageable even for larger fingers).

CAMERA

One of the camera features that I like the most on the Windows Phone 8X is more of a design feature -- and that is the button on the side of the phone that works as a camera shutter.

That dedicated camera button is much better than what I?ve seen on many phones where they want you to tap the screen to take a picture. That just isn?t natural with how we are trained to take pictures. So I like the dedicated button.

You get a 8MP auto-focus rear?facing camera with flash, and photos were decent -- though not the best I?ve seen on newer smartphones. Sharing your photos to social networking sites on online storage like Skydrive is very easy.

The front-facing camera is 2.1 megapixels, and features an 88-degree ultra?wide angle; this is used primarily for video chat or self-portraits; and again, it?s nothing too special.

One thing I do like about the camera is how you can instantly launch the camera, even from a locked screen, by pressing the shutter button on the side of your phone -- so a shorter delay before shooting.

In terms of video, both the front and rear cameras can record in 1080p HD quality.

MUSIC

Like almost all of HTC?s new phones, the Windows Phone 8X features Beats Audio, which aims to improve the overall sound quality.

It?s a decent improvement, but is only really noticeable when listening via headphones. Out loud, a cell phone is still going to sound like a cell phone.

OTHER FEATURES

? For an extra monthly fee, you can use the phone as a Mobile Hotspot, with support for up to 8 Devices on 3G or 4G

BOTTOM LINE

The Windows Phone 8X is a fast and easy-to-use phone, and probably the best Windows Phone that has been released to date.

But it lacks in some key areas and is not as great as it needs to be to truly compete against phones like the Samsung Galaxy phones or iPhones.

It will find some fans, particularly those who are big fans of the Windows Phone OS as compared to Apple or Android. And maybe some people new to smartphones who don?t yet have a favorite system might go for it.

But with no real standout features that puts it above those competitors, there?s no way it can expect to be a big hit and make a major impact on the smartphone market overall.

In the grand scheme of the smartphone world, Windows Phones still make up a very small percentage of the overall market.

But that hasn?t stopped Microsoft from continuing to improve on their phone offerings on the various carriers, and this year there have been several offerings aimed at raising the profile of the Windows Phone ecosystem, as they try to dent the market domination of Apple and Android phones.

One such offering from Verizon Wireless is the new Windows Phone 8X by HTC, which I recently had the chance to test.

I?m back with a full report of what it offers compared to its smartphone competition.

LOOKS

One demand that smartphone buyers today have is that their phones are thin and light. Gone are the thick, heavy phones of the past, and even big-screen phones are low in the ounce count these days.

Windows Phone 8X delivers in this department, with dimensions of 5.21 (H) x 2.61 (W) x 0.40 (D) inches. The weight is 4.66 oz.

My test phone was an attractive blue color on the back and on the front border, but there are also black and red options from Verizon if that suits your tastes more.

The rubbery material on the back of the phone provides a decent grip, and overall, while it?s not the sturdiest of all smartphones, it?s still well-made and should withstand the usual amount of abuse and spills a phone might take.

APPS

The biggest knock on Windows Phone offerings that helps keep down the food chain in smartphones is the apps gap. Basically, that means that, in my view, Microsoft?s store for apps comes nowhere near what is offered by Apple and Android, leaving users frustrated with the offerings they have to choose from. This will continue to be a main problem for Microsoft, and is a byproduct of them being late to step up their game in the smartphone arena while their competitors soared.

PROCESSOR, STORAGE

No complaints here, as the 1.5GHz dual?core processor and 1GB of RAM keep the phone humming along without delays. Web browsing, game play and other duties on the phone were not a burden on the system.

In terms of storage, you get 16GB of internal memory, but there is no way to upgrade. This will be a concern for people who like to store a lot of apps and large files on their phone, as the room will go away very quickly.

BATTERY LIFE

The Windows Phone 8X and its 1800 mAh Li?Ion battery do a solid job of keeping the phone running, as it got me through each day.

The concern, though, is that the battery is nonremovable, meaning that you don?t have the option to carry a spare in case you?re going to be unable to charge it for a longer period of time.

WIRELESS CHARGING

The good news: This phone features the ability to do wireless charging.

The bad news: Wireless charging port sold separately, which is disappointing.

NETWORK, CALLS

Nevada governor signs online gambling bill

CARSON CITY, Nev. (AP) ? Gov. Brian Sandoval signed legislation Thursday legalizing online gambling in Nevada, capping a dizzying day at the Legislature as lawmakers passed the bill through the Assembly and Senate as an emergency measure.

Nevada wanted to beat New Jersey, its East Coast casino rival, to the online gambling punch. New Jersey Gov. Chris Christie previously vetoed an online wagering bill but has indicated he may sign an amended version next week.

Sandoval and Nevada legislative leaders said it was important for Nevada to remain at the forefront of gambling regulation.

"This is an historic day for the great state of Nevada," Sandoval said, flanked by dozens of state lawmakers. "Today I sign into law the framework that will usher in the next frontier of gaming in Nevada."

Sandoval, a former chairman of the Nevada Gaming Commission added, "This bill is critical to our state's economy and ensures that we will continue to be the gold standard for gaming regulation."

He praised legislators for their swift action and commended Assembly Majority Leader William Horne, a Democrat from Las Vegas, for shepherding the bill.

Horne, in turn, had equal accolades for the Republican governor.

"This was a lot of work and it couldn't have been done without the governor's leadership and vision," he said.

Horne couldn't resist at jab at Nevada's gambling rivals.

"As to our competitor, New Jersey, they should be accustomed to following Nevada," he said.

AG Burnett, chairman of the Nevada Gaming Control Board, said the state already has about 20 applications from various operators, equipment and software vendors to be licensed for online gambling.

AB114 authorizes Nevada to enter into compacts with other states to offer Internet poker. It sailed through both the Assembly and Senate on Thursday after a joint hearing before the two judiciary committees.

Gambling regulators will now come up with regulations dictating compact parameters.

Lawmakers in 2011 passed a bill that put Nevada in position to legalize Internet gambling if the federal government sanctioned it. But when those efforts failed in Congress, Sandoval said Nevada would work toward agreements with other states.

Several other states began looking into online gambling after the Department of Justice issued a letter in 2011 stating that the federal Wire Act of 1961, often used to crack down on gambling over the Internet, only applies to sports betting.

Partnering with other states gives Nevada an expanded customer market and provides other states with Nevada's expertise in gambling regulation.

Pete Ernaut, a lobbyist representing the Nevada Resort Association, said expanding the customer base was key.

"It's imperative for the success of this that we compact with other states because we don't have a universe of players," Ernaut said.

The benefit for other states, he said, is Nevada's "most mature regulatory infrastructure."

"We have the most mature financial, auditing and collection capabilities, much greater than some of those states, and they have the players," he said.

The bill approved Thursday resolved a disagreement between Horne and the governor's office over licensing fees. Sandoval had pushed for companies that want to offer online gambling to pay a $500,000 fee, while Horne, in the original bill draft, proposed $1 million.

Under a compromise, the fee was set at $500,000, though it gives the Nevada Gaming Commission authority to change the amount. A renewal fee was set at $250,000.

St. John?s head coach Steve Lavin to resume duties on Monday

After losing 72-58 at No. 12 Louisville on Thursday night, St. John?s doesn?t play another game until Wednesday night when they host South Florida. The Red Storm, who have been without head coach Steve Lavin for the last two games due to the passing of his father, will have their head coach back for that game.

Lavin, according to Roger Rubin of the NY Daily News, will fly back from northern California on Sunday and will resume head coaching duties on Monday. Assistant coach Rico Hines led St. John?s in road games at No. 9 Syracuse and Louisville this week, arguably the team?s two toughest games on the schedule to date.

This ?prolonged? break is something the young Red Storm needed, as they look to recuperate not just physically but also mentally and emotionally.

?The whole team is real emotional right now, even the coaching staff, but we?re rallying around each other,? sophomore guard Phil Greene said in Wednesday?s Daily News about the state of the team. ?We?re just going to have to get through it . . . we?re going pick each other up and be ready to play.?

The Red Storm played well for a solid portion of the Louisville game but fell apart down the stretch, as the Cardinals went on a second-half run sparked by guard Russ Smith. Smith scored 21 of his 24 points in the second half. Louisville shot 20-of-26 from the foul line in the second half.

Having lost three of their last four games, St. John?s will play three of its final five games at home with both Pittsburgh and Marquette visiting the Big Apple. So there will be opportunities for the Red Storm to improve their NCAA tournament resume before the Big East tournament.

Probiotic-derived treatment offers new hope for premature babies

Feb. 13, 2013 ? "Good" bacteria that live in our intestines have been linked with a variety of health benefits, from fighting disease to preventing obesity. In a new study, Kriston Ganguli of Massachusetts General Hospital for Children and Harvard Medical School and her colleagues have discovered another advantage to these friendly microscopic tenants: Chemicals secreted by good bacteria that typically live in the intestines of babies could reduce the frequency and severity of a common and often-lethal disease of premature infants.

This disease, known as necrotizing enterocolitis (NEC), affects between 8 and 13 percent of very low birthweight infants (those under 3 pounds, 4 ounces), and up to half of the infants with this condition will die. As babies develop the collection of gut bacteria that colonize healthy intestines, those with NEC have an extreme inflammatory reaction that leads to damage and death of these tissues that often requires surgery to correct. Steroids are one of the few currently available ways to prevent NEC, but their use can cause undesirable complications.

Recent clinical trials of probiotics -- live microbes taken as dietary supplements to promote health -- have shown promise in reducing both the incidence and severity of NEC. However, in the U.S., the Food and Drug Administration does not sanction the use of whole bacteria in premature infants. Seeking a different tact that avoids the use of the bacteria themselves, scientists in the new study investigated whether secretions from probiotic bacteria could prevent NEC.

Methodology

As a model for a baby's immature gut, the researchers used intestinal tissue from infants with NEC as well as fetal intestinal tissues. The researchers also grew two probiotic strains of bacteria, L. acidophilus and B. infantus, in liquid culture medium, but removed the bacteria from the cultures. The material in which these bacteria were grown, known as the probiotic conditioned medium (PCM), contained secretions the bacteria left behind.

They then exposed human immature and mature intestinal tissues to either PCM or to material usually used to grow bacteria that had never contained microbes. They also exposed some tissues to a compound derived from bacteria that's known to cause an inflammatory response.

They analyzed the tissues for expression of genes known to respond to inflammation and looked at the effects of secretions from the two different probiotic strains separately to determine whether one had a greater anti-inflammatory effect than the other.

Results

The scientists found that treatment with just the PCM significantly reduced inflammation in both immature intestinal tissue and tissue from infants with NEC.

When the researchers analyzed gene expression in the PCM-exposed tissue, they found reduced activity of several genes linked with inflammation. Interestingly, PCM exposure did not affect mature intestinal tissue.

"Since an immaturity of intestinal immune responses is felt to be partially responsible for the development of NEC, the bioactive factors in PCM may be useful as an effective, targeted preventive strategy without the broad effects of steroids," explained Ganguli.

When the researchers tested the effects of secretions from B. infantis and L. acidophilus separately on fetal intestinal cells, they found that those from B. infantis alone showed a greater ability than L. acidophilus to reduce inflammation. While this does not rule out the possibility that the two together could have a greater synergistic effect, it does suggest that B. infantis may be primarily responsible for the anti-inflammatory effect observed.

Importance of the Findings

While NEC is a complex disease, the authors suggest that this study addresses a critical component of the problem. If purified secretions from probiotic bacteria can reduce the severity and incidence of NEC in very low birthweight infants, it could represent a very promising new avenue of clinical research, they say, and may ultimately change the standard of care for these infants.

They add that these promising findings could lead to future clinical studies to investigate these factors in greater detail. Eventually, the researchers add, secretions from probiotic bacteria may help prevent the development of NEC in premature infants in the U.S., potentially saving thousands of lives each year.

"The specific mechanisms by which probiotic secretions reduce inflammation need to be further investigated and safety data will need to be established in live animal models of NEC," says Ganguli. "Once established, these factors should be then investigated as a standard preventive strategy in a randomized, placebo-controlled clinical trial."

Intuit optimizes QuickBooks Online for Apple iPad

If you check the Apple App Store this morning, you'll discover that Intuit is introducing a mobile application for the iPad that offers small-business owners a rich and powerful new interface into the QuickBooks Online service.?

The new QuickBooks Online for iPad supports a number of functions that small-business owners are inclined to perform on-the-go, such as creating an estimate or generating an invoice.

Its seamless integration with contact information from the iPad Contacts app, Gmail, Yahoo, LinkedIn and Facebook makes it easy to create customer records within QuickBooks, where you can keep track of things such as ordering preferences. The app can also pull in photos, such as images to help with an estimate or records of expenses that need to be organized and reported for tax purposes.

It has been possible to use QuickBooks on iPads before with the app created for the iPhone, but the interface for this new version optimizes the experience.

"We knew we needed to make this as simple as possible to navigate," said Will Lynes, senior product manager for QuickBooks Online.

The main aim is to help save time and allow small-business professionals to complete tasks that they previously had to handle back in the office or at home after hours, he said.

"At the end of the day, I used to sort through my meeting notes, map out next steps, track payments and expenses, and follow up with invoices," said one early convert, Sadie Waddington, of San Francisco-based Locally Owned Weddings. "Now I save time by catching up on accounting during the four hours I commute on public transit each week using QuickBooks Online for iPad."

You've probably already realized that although the app is free, you need a subscription to QuickBooks Online in order to use it. That costs $12.99 per month or $124.99 per year, and also allows access to the service via the Web browser.

Intuit is offering a 30-day trial of the service, which you can activate by downloading the app.?

Alcohol abusers' depression often related to drinking

Feb. 12, 2013 ? For problem drinkers, bouts of depressive symptoms are often the direct result of their heavy alcohol intake, according to a study in the March issue of the Journal of Studies on Alcohol and Drugs.

Experts have long known that heavy drinking can spur temporary episodes of depression -- what's known as "substance-induced depression." However, this information is not always apparent to busy clinicians, and the new findings strengthen the evidence that the phenomenon exists as well as how common and clinically important it is.

"I don't know that the average person realizes that heavy drinking can induce mood problems," said lead researcher Marc A. Schuckit, M.D., of the University of California, San Diego School of Medicine.

What's more, not every doctor might be aware of it, either. But it's important that he or she pay close attention to this problem, Schuckit said, because depression caused by heavy drinking has a different prognosis and is treated much differently from major depressive episodes that are not seen in the context of heavy drinking. Although the symptoms of independent and substance-induced depressions can be identical, if the sadness develops in the context of heavy drinking, the symptoms are likely to lift within several weeks to a month of abstinence and rarely require antidepressants to go away.

The findings come from a 30-year study of nearly 400 men who were 18 years old at the outset. About half were at increased risk for drinking problems because their fathers were alcoholics. Over three decades, about 41 percent of the men with alcoholic fathers developed alcohol abuse or dependence, and nearly 20 percent suffered at least one bout of major depression.

For men with alcohol problems, though, almost one third of those major depressive episodes were seen only while they were drinking heavily.

It's important for doctors to consider alcohol use disorders as a possible cause of patients' depression symptoms, Schuckit said -- rather than simply "reaching for the prescription pad" and recommending an antidepressant.

If alcohol is the cause, "the depression is very likely to disappear with abstinence," Schuckit said.

Many people think that some individuals drink heavily because they are depressed, and that is the case for some. But Schuckit's team actually found no evidence that people with a history of major depression were at increased risk for developing alcohol problems in the future.

"If you're an alcoholic, you're going to have a lot of mood problems," Schuckit said. "And you may be tempted to say, 'Well, I drink a lot because I'm depressed.' You may be right, but it's even more likely that you're depressed because you drink heavily."

It's easy to find work on gene-based storage; finding genes that will do any of the heavy lifting is another matter. MIT believes it has a genetic circuit that will finally get to work, and then some. In using recombinase enzymes to alter DNA sequences serving as logic gates, researchers have developed a cellular circuit that not only mimics its silicon cousins, but has its own built-in memory. As the gate activation makes permanent changes to a given DNA sequence, any gate actions stay in memory for up to 90 generations -- and will hang around even if the cell's life is cut short. MIT sees its technique as having ultimate uses for areas where longer-term memory is important, such as environmental sensors, but could also see varying output values helping with digital-to-analog converters and other devices where there's a need for more precision. While there's no word on imminent plans for real-world use, the development raises the possibility of processors that could skip the traditional memory cache as they pass info down the family tree.

How Obama is wielding executive power in 2nd term

WASHINGTON (AP) ? This is what "Forward" looks like. Fast forward, even.

President Barack Obama's campaign slogan is springing to life in a surge of executive directives and agency rule-making that touch many of the affairs of government. They are shaping the cost and quality of health plans, the contents of the school cafeteria, the front lines of future combat, the price of coal. They are the leading edge of Obama's ambition to take on climate change in ways that may be unachievable in legislation.

Altogether, it's a kinetic switch from what could have been the watchword of the Obama administration in the closing, politically hypersensitive months of his first term: pause.

Whatever the merits of any particular commandment from the president or his agencies, the perception of a government expanding its reach and hitting business with job-killing mandates was sure to set off fireworks before November.

Since Obama's re-election, regulations giving force and detail to his health care law have gushed out by the hundreds of pages. To some extent this was inevitable: The law is far-reaching and its most consequential deadlines are fast approaching.

The rules are much more than fine print, however, and they would have thickened the storm over the health care overhaul if placed on the radar in last year's presidential campaign. That, after all, was the season when some Republicans put the over-the-top label "death panel" on a board that could force cuts to service providers if Medicare spending ballooned.

The new health law rules provide leeway for insurers to charge smokers thousands of dollars more for coverage. They impose a $63 per-head fee on insurance plans ? a charge that probably will be passed on to policyholders ? to cushion the cost of covering people with medical problems. There's a new fee for insurance companies for participating in markets that start signing customers in the fall.

In short, sticker shock.

It's clear from the varied inventory of previously bottled-up directives that Obama cares about more than "Obamacare."

"I'm hearing we're going to see a lot of things moving now," Hilda Solis told employees in her last day as labor secretary. At the Labor Department, this could include regulations requiring that the nation's 1.8 million in-home care workers receive minimum-wage and overtime pay.

Tougher limits on soot from smokestacks, diesel trucks and other sources were announced just over a month after the Nov. 6 election. These were foreseen: The administration had tried to stall until the campaign ended but released the proposed rules in June when a judge ordered more haste.

Regulations give teeth and specificity to laws are essential to their functioning even as they create bureaucratic bloat. Congress-skirting executive orders and similar presidential directives are less numerous and generally have less reach than laws. But every president uses them and often tests how far they can go, especially in times of war and other crises.

President Harry Truman signed an executive order in 1952 directing the Commerce Department to take over the steel industry to ensure U.S. troops fighting in Korea were kept supplied with weapons and ammunition. The Supreme Court struck it down.

Other significant actions have stood.

President Franklin D. Roosevelt issued an order in February 1942 to relocate more than 110,000 Japanese-Americans living on the West Coast to internment camps after Japan's attack on the Pearl Harbor naval base. Decades later, Congress passed legislation apologizing and providing $20,000 to each person who was interned.

After the terrorist attacks of Sept. 11, 2001, President George W. Bush approved a series of executive orders that created an office of homeland security, froze the assets in U.S. banks linked to al-Qaida and other terrorist groups, and authorized the military services to call reserve forces to active duty for as long as two years.

Bush's most contentious move came in the form of a military order approving the use of the military tribunals to put accused terrorists on trial faster and in greater secrecy than a regular criminal court.

Obama also has wielded considerable power in secret, upsetting the more liberal wing of his own party. He has carried forward Bush's key anti-terrorism policies and expanded the use of unmanned drone strikes against terrorist targets in Pakistan and Yemen.

When a promised immigration overhaul failed in legislation, Obama went part way there simply by ordering that immigrants brought illegally to the United States as children be exempted from deportation and granted work permits if they apply. So, too, the ban on gays serving openly in the military was repealed before the election, followed now by the order lifting the ban on women serving in combat.

Those measures did not prove especially contentious. Indeed, the step on immigration is thought to have helped Obama in the election. It may be a different story as the administration moves more forcefully across a range of policy fronts that sat quiet in much of his first term.

William Howell, a political science professor at the University of Chicago and the author of "Power Without Persuasion: The Politics of Direct Presidential Action," isn't surprised to see commandments coming at a rapid clip.

"In an era of polarized parties and a fragmented Congress, the opportunities to legislate are few and far between," Howell said. "So presidents have powerful incentive to go it alone. And they do."

And the political opposition howls.

Sen. Marco Rubio, R-Fla., a possible contender for the Republican presidential nomination in 2016, said that on the gun-control front in particular, Obama is "abusing his power by imposing his policies via executive fiat instead of allowing them to be debated in Congress."

The Republican reaction is to be expected, said John Woolley, co-director of the American Presidency Project at the University of California in Santa Barbara.

"For years there has been a growing concern about unchecked executive power," Woolley said. "It tends to have a partisan content, with contemporary complaints coming from the incumbent president's opponents."

The power isn't limitless, as was demonstrated when Obama issued one of his first executive orders, calling for closing the military prison at the Guantanamo Bay naval base in Cuba and trying suspected terrorists housed there in federal courts instead of by special military tribunals. Congress stepped in to prohibit moving any Guantanamo prisoners to the U.S., effectively blocking Obama's plan to shutter the jail.

Among recent actions:

?Obama issued presidential memoranda on guns in tandem with his legislative effort to expand background checks and ban assault-type weapons and large capacity magazines. The steps include renewing federal gun research despite a law that has been interpreted as barring such research since 1996. Gun control was off the table in the campaign, as it had been for a decade, but the shooting at a Connecticut elementary school in December changed that overnight.

?The Labor Department approved new rules in January that could help save lives at dangerous mines with a pattern of safety violations. The rules were proposed shortly after an explosion killed 29 men at West Virginia's Upper Big Branch mine in 2010, deadliest mining accident in 40 years. The rules had been in limbo ever since because of objections from mine operators.

?The government proposed fat, calorie, sugar and sodium limits in almost all food sold in schools, extending federal nutritional controls beyond subsidized lunches to include food sold in school vending machines and a la carte cafeteria lines. The new proposals flow from a 2010 law and are among several sidelined during the campaign.

The law provoked an outcry from conservatives who said the government was empowering itself to squash school bake sales and should not be telling kids what to eat. Updated regulations last year on subsidized school lunches produced a backlash, too, altogether making the government shy of further food regulation until the election passed. The new rules leave school fundraisers clear of federal regulation, alleviating fears of cupcake-crushing edicts at bake sales and the like.

?The Justice Department released an opinion that people with food allergies can be considered to have the rights of disabled people. The finding exposes schools, restaurants and other food-service places to more legal risk if they don't accommodate patrons with food allergies.

?The White House said Obama intends to move forward on rules controlling carbon emissions from power plants as a central part of the effort to restrain climate change, which the president rarely talked about after global-warming legislation failed in his first term. With a major climate bill unlikely to get though a divided Congress, Obama is expected to rely on his executive authority to achieve whatever progress he makes on climate change.

The Environmental Protection Agency is expected to complete the first-ever limits on carbon pollution from new coal-fired power plants. The agency also probably will press ahead on rules for existing power plants, despite protests from industry and Republicans that such rules would raise electricity prices and kill off coal, the dominant U.S. energy source. Older coal-fired power plants have been shutting across the country because of low natural gas prices and weaker demand for electricity.

?In December, the government proposed long-delayed rules requiring automakers to install event data recorders, or "black boxes," in all new cars and light trucks beginning Sept. 1, 2014. Most new cars are already getting them.

?The EPA proposed rules to update water quality guidelines for beaches and control runoff from logging roads.

As well, a new ozone rule probably will be completed this year, which would mean finally moving forward on a smog-control standard sidelined in 2011.

A regulation directing federal contractors to hire more disabled workers is somewhere in the offing at the Labor Department, as are ones to protect workers from lung-damaging silica and reduce the risk of deadly factory explosions from dust produced in the making of chemicals, plastics and metals.

Rules also are overdue on genetically modified salmon, catfish inspection, the definition of gluten-free in labeling and food import inspection. In one of the most closely watched cases, Obama could decide early this year whether to approve the Keystone XL oil pipeline from Canada to Texas.

Felix Hernandez was listed on Venezuela?s provisional roster when it was announced last month, but recent events have caused him to change his mind about participating in the upcoming World Baseball Classic. You can probably guess what impacted his decision.

This shouldn?t come as surprising news, as the Mariners and Hernandez are reportedly close to finalizing a record $175 million extension. Coming off four straight seasons with at least 232 innings pitched, the M?s would clearly prefer that Hernandez have his usual routine in spring training rather than ramp things up early in a hyper-competitive situation and risk potential injury. Given what they are investing in him from now until 2019, you can?t blame them for that.

Wind-powered car crosses Australia on $15

A lightweight carbon-fiber car packing high-tech lithium-ion batteries and a portable wind turbine cruised 3,000 miles across Australia using just $15 worth of electricity from the grid. For an added boost, the drivers used a giant kite to pull the car down the road when the wind blew in the right direction.

?They were able to supplement their lithium-ion battery power with kite power about 10 to 15 percent of the time,? Bill Bunting, a senior scientist with Evonik Industries in New Jersey, told NBC News.

Evonik built the car to showcase its battery and lightweight materials technologies. The Wind Explorer is currently on display at the company headquarters. The carbon-fiber body weighs 200 pounds. Batteries add another 200 pounds and the portable turbine about 70 more, Bunting noted.

The addition of two average-sized people to drive the car and fly the kite brings the total package up to around 1,000 pounds, making it a showcase of what?s possible with today?s lightweight materials.

Automakers are racing to drop pounds off their cars to meet new fuel economy standards that require a fleet average of 54.5 miles per gallon by 2025. A general rule of thumb is a gain in fuel efficiency of a mile per gallon for every 100 pounds of weight lost.

General Motors, for example, is aiming to incorporate more lightweight magnesium in parts such as doors and trunk lids. Magnesium is 75 percent lighter than steel and 33 percent lighter than aluminum, the company said.

In addition to the carbon fiber in the Wind Explorer frame, Evonik also makes ?some special chemical materials that go into the rubber tires ? that basically allows the tires to roll along with the least amount of energy while still having the most amount of traction and durability,? Bunting said.

The car?s lithium ion batteries produce enough energy to travel 175 to 225 miles a day. There was enough wind to completely recharge the batteries overnight about 60 percent of the time.

?Occasionally, they plugged into the Australian power grid and that?s where the dollar figure of less than $15 worth of electricity comes from to travel all the way across Australia,? Bunting said.
